Scientist and writer. Wrote in four languages: English, Romanian, French, and Spanish. Published over 900 scientific papers and over 400 books in mathematics, statistics, physics, engineering, economics, computer science, information fusion, medical applications, psychology, sociology, as well as literary works such as poetry, stories, essays, a novel, translations, dramas, plays for children, folklore, and albums of arts.

Florentin Smarandache received the M.Sc. degree in mathematics and computer science from the University of Craiova, Romania, and the Ph.D. degree in mathematics from the State University of Kishinev. He held a postdoctoral position in applied mathematics at the Okayama University of Sciences, Japan. He is currently a Professor of mathematics with The University of New Mexico–Gallup, USA. He has been the Founder of neutrosophy (generalization of dialectics), neutrosophic set, logic, probability and statistics, since 1995, and has published articles and books on neutrosophic physics, superluminal and instantaneous physics, unmatter, absolute theory of relativity, redshift and blueshift due to the medium gradient and refraction index besides the Doppler effect, paradoxism, outerart, neutrosophy as a new branch of philosophy, law of included multiple-middle, multispace, degree of dependence and independence between the neutrosophic components, refined neutrosophic set, neutrosophicover-under-off-set, plithogenicset, neutrosophic triplet and duplet structures, quadruple neutrosophic structures, DSmT, and so on to many peer-reviewed international journals and many books. He presented articles and plenary lectures to many international conferences around the world.

His fields of interest are uncertainty, fuzzy mathematics, numerical linear algebra, soft computing, and optimization. Multiple Criteria Decision Making (MCDM) substantially evolved during the past decades and became one of the most important areas in Operational Research in Civil Engineering and Management Science. In Europe, this area is closely related to research performed by Professor Edmundas Kazimieras Zavadskas.

Edmundas Kazimieras Zavadskas received the M.S. degree in civil engineering from Vilnius branch of Kaunas University of Technology, Kaunas, Lithuania, in 1967, the Ph.D. degree from Vilnius Gediminas Technical University (VGTU), Vilnius, Lithuania in 1973, and the USSR doctor of science degree from Moscow State University of Civil Engineering, Moscow, Russia, in 1987.,Currently, he is the Head of the Department of Construction Technology and Management at VGTU. His research interests are building technology and management, decision-making theory, automated design, and decision support systems. Dr. Zavadskas is a member of the Lithuanian Academy of Sciences.


Professor is still a very active scientist. His published over 50 books, including 5 textbooks and 16 monographs as a single author, or in collaboration with other authors, 10 popular science books, over 400 research articles as well as several hundreds of articles on various social and cultural topics. He has edited over 20 collective volumes.

Professor E. K. Zavadskas has set up three famous international scientific journals: “Technological and Economic Development of Economy”, “Journal of Civil Engineering and Management” and “International Journal of Strategic Property Management”.

Since 2008 all three journals have been referred in Thomson Reuters Web of Science database, and since 2010 – have impact factor (IF). Furthermore, since 2010 these journals are published by VGTU publishing house “Technika” in collaboration with a famous publishing house – Taylor & Francis. During the 20 year period, these journals have achieved the highest quality level between this type of journals.
In 2011 “Technological and Economic Development of Economy”, a journal present in the engineering field in the Thomson Reuters database was nominated in the “Rising Star” category. In that year, Professor E. K. Zavadskas was nominated in “Rising Star in the Scientists” category in the Thomson Reuters database.

Prof. José Luis Verdegay received an M.Sc degree in mathematics and a Ph.D. degree in sciences from the University of Granada, Granada, Spain, in 1975 and 1981, respectively. He is a Full Professor at the Department of Computer Science and Artificial Intelligence (DECSAI), University of Granada, Spain, member of the Models of Decision and Optimization (MODO) Research Group and Coordinator of the Master on Soft Computing and Intelligent Systems between the University of Granada and University of Computer Sciences (Cuba). He has published twenty-nine books and more than 350 scientific and technical papers in leading scientific journals and has been the Advisor of 20 Ph.D. dissertations. He has served on many international program committees and has attended numerous national and international conferences, congresses, and workshops. He has been a Principal Researcher in a variety of national and international research and educational projects, and currently is leading a research project on “Models of Optimization and Decision: Applications and Solutions at 3 Different Environments” and coordinating the Ibero-American research network in Decision and Optimization models (iMODA). He has a long experience in the evaluation of the quality of academic institutions. He has been a member and President of a number of committees with the European Training Foundation and the Spanish Ministry of Education.
He also is a member of the Editorial Board of several international leading journals, as for instance Fuzzy Sets and Systems, Fuzzy Optimization and Decision Making, IJUFKS, or Memetic Computing. He has been Chairman of DECSAI (1990–1994), President (founder) of the Spanish Association for Fuzzy Logic and Technologies (1990–1996), Advisor for Intelligent Technologies of the Spanish Science InterMinistry Commission (1995–1996), Director of International Affairs at the University of Granada (1996–2000) and Delegate of the Rector for ICT in University of Granada (2008-2015). Professor Verdegay is an FSA fellow, IEEE Senior Member, and Honorary Member of the Cuban Academy of Mathematics and Computation. Besides he has the Featured Position of “Invited Professor” at the Technical University of Havana (CUJAE, Cuba), Central University of Las Villas (Santa Clara, Cuba), and University of Holguín (Cuba). He is also a “Distinguished Guest” of the National University of Trujillo (Perú). His current scientific interests are on Soft Computing, fuzzy sets and systems, decision support systems, metaheuristic algorithms, nature-inspired systems, and all their applications to real-world problems.

Dr. ELPINIKI I. PAPAGEORGIOU is an Associate Professor at Energy Systems Department, University of Thessaly, Geopolis Campus, Larissa, Greece. She holds a PhD in Computer Science from the University of Patras (Sept. 2004) and an MSc in Medical Physics from the same University (2000). She specializes in developing and applying artificial intelligent models and algorithms to decision support problems for modeling, prediction, strategic decisions, scenario analysis and data mining, solving important emerging problems, arising in engineering, energy, business, medicine, agriculture and environment. Her main research specialization is the development of novel algorithms and fuzzy models for intelligent decision support systems focused on Fuzzy Cognitive Maps. Based on her pioneering research on Fuzzy Cognitive Maps (FCMs), FCMs have been found great applicability and popularity in discipline research areas. She has more than 250 publications in journals, conference papers and book chapters (98 of them are in journals with high Impact Factors) and has more than 4800 citations from independent researchers (h-index=36 in Scopus and 45 in GoogleScholar).

Dr. Elpiniki Papageorgiou is within the 2% among 100,000 overall top-cited most influential scientists, regarding her composite citation index across all scientists and scientific disciplines, according to the published catalogues by PLoS Biolοgy 2020 & Mendeley Data 2020.

In particular, she is ranked 407 (1%) for citation impact during the single calendar year 2019, and 821 (2%) for career-long citation impact up until the end of 2019, within the subfield discipline “Artificial Intelligence and Signal processing” which is among her main scientific fields of expertise.

She is actively involved in various European and Greek projects. More specifically, she has been working for over 17 years as principal investigator and senior researcher in several research projects (participation as Project Manager, Technical Manager and Researcher in 14 EU and 9 national projects, ie. Jose Maria Merigo Lindahl

José M Merigó is a Professor at the School of Information, Systems, and Modelling at the Faculty of Engineering and Information Technology at the University of Technology Sydney (Australia). Before joining UTS, he was a Full Professor at the Department of Management Control and Information Systems at the University of Chile. Previously, he was a Senior Research Fellow at the Manchester Business School, University of Manchester (UK) and an Assistant Professor at the Department of Business Administration at the University of Barcelona (Spain). He holds a Master and a PhD degree in Business Administration from the University of Barcelona. He also holds a Bachelor degree of Science and of Social Sciences in Economics and a Master in European Business Administration and Business Law from Lund University (Sweden).

He has published more than 400 articles in journals, books and conference proceedings. He is on the editorial board of several journals. He has also been a guest editor for several international journals, member of the scientific committee of several conferences and reviewer in a wide range of international journals. Recently (2015-2018), Clarivate Analytics (previously Thomson & Reuters) has distinguished him as a Highly Cited Researcher in Computer Science. He is currently interested in Decision Making, Aggregation Operators, Computational Intelligence, Bibliometrics and Applications in Business and Economics.

Valentina E. Balas received the Ph.D. degree in applied electronics and telecommunications from the Polytechnic University of Timisoara. She is currently a Full Professor with the Department of Automatics and Applied Software, Faculty of Engineering, Aurel Vlaicu University of Arad, Romania. She is also the Director of the Intelligent Systems Research Centre, Aurel Vlaicu University of Arad. She is an author of more than 250 research articles in refereed journals and international conferences. Her research interests are in intelligent systems, fuzzy control, soft computing, smart sensors, information fusion, modeling, and simulation. She is a member of EUSFLAT, SIAM, and a member of TC-Fuzzy Systems (IEEE CIS), a member of TC-Emergent Technologies (IEEE CIS), a member in TC-Soft Computing (IEEE SMCS). From 2005 to 2016, she served as the General Chair for the International Workshop Soft Computing and Applications (SOFA), in seven editions, held at Romania and Hungary. She participated in many international conferences as an Organizer, the Honorary Chair, the Session Chair, and a member of steering, advisory or international program committees. She was the past Vice-President (Awards) of IFSA International Fuzzy Systems Association Council, from 2013 to 2015, and is currently a Joint Secretary of the Governing Council of Forum for Interdisciplinary Mathematics (FIM). She is the Editor-in-Chief of the International Journal of Advanced Intelligence Paradigms (IJAIP) and International Journal of Computational Systems Engineering (IJCSysE), a member of Editorial Board 12 IEEE/CAA Journal of Automatica Sinica, September 2019, a member of several national and international journals, and is an evaluator expert for national, international projects, and Ph.D. thesis.

Muhammad Akram has received MSc degrees in Mathematics and Computer Science, MPhil in (Computational) Mathematics and PhD in (Fuzzy) Mathematics. He is currently a Professor in the Department of Mathematics at the University of the Punjab, Lahore. He has also served the Punjab University College of Information Technology as Assistant Professor and Associate Professor. Dr. Akram’s research interests include numerical algorithms, fuzzy graphs, fuzzy algebras, and fuzzy decision support systems. He has published 10 monographs and 365 research articles in international scientific journals. Some of his papers have been published in high impact journals, including Knowledge-Based Systems, Information Sciences, Expert systems with applications, Applied Soft Computing, International Journal of Intelligent Systems, Computers & Mathematics with Applications, Journal of Intelligent and Fuzzy Systems, Abstract and Applied Analysis, Soft Computing and Neural Computing and Applications. Dr Akram’s total impact factor is more than 586. His current H-index on Google scholar is 33 and i10-index is 175. He has been an Editorial Member of several international academic journals. Michael Gr. Voskoglou (B.Sc., M.Sc., M.Phil., Ph.D in Mathematics) is currently an Emeritus Professor of Mathematical Sciences at the School of Technological Applications of the Graduate Technological Educational Institute (T. E. I.) of Western Greece in the city of Patras. He has served as a full Professor at the same Institute from 1987 to 2010. He used to be also an instructor at the Hellenic Open University, at the Mathematics Department of the University of Patras, at the Schools of Primary and Secondary In – Service Teachers’ Training in Patras and a teacher of mathematics at the Greek Public Secondary Education (1972-1987). He was appointed as a Visiting Researcher at the Institute of Mathematics and Informatics of the National Bulgarian Academy of Sciences in Sofia for three years (1997-2000), under sabbatical. He has lectured as a Visiting Professor in M.Sc. courses of the School of Management at the University of Warsaw (2009), of the Department of Operational Mathematics at the University of Applied Sciences in Berlin (2010) and also at the Mathematics Department of the National Institute of Technology of Durgapur (2016) under a grand of the GIAN program (Course No. 161021K03) of the Indian Government. He is the author of 14 books in Greek and in English language and of more than 400 papers published in reputed journals and proceedings of conferences of about 30 countries of the five continents, with many citations from other researchers. He is also the Editor in Chief of the “International Journal of Applications of Fuzzy Sets and Artificial Intelligence” (ISSN 2241-1240), reviewer of the American Mathematical Society (No. 60147) and member of the Editorial Board of many reputed mathematical journals. She is currently the Vice-Chair of the IEEE CIS Standards Committee and the Chair of the Task Force named Datasets for Computational Intelligence Applications. She is part of the IEEE Standard Association 1855 Working Group for Fuzzy Markup Language Standardization, where she also serves as Secretary. Her main research interests include computational intelligence, and in particular, fuzzy logic and evolutionary algorithms. Professor Gia Sirbiladze is a leading expert in the field of intelligent simulation modeling, decisionmaking problems in uncertain environments, systems research and engineering and others. He is an authorand editor of more than 90 papers and two monographs in expert knowledge engineering and decisionmaking problems in uncertain environments. His Research Interest in Computer Science also includes systems science and engineering, fuzzy technologies in decision-making support systems, extreme dynamic systems – control, filtration and identification, fuzzy discrete optimization problems in management. He has more than 30 years of experience in teaching and research at the Iv. JavakhishviliTbilisi State University (JTSU), Georgia. He is a Full Professor of applied informatics in at the Department of Computer Sciences ofJTSU. His major teaching areas are simulation and modeling, intelligent systems, fuzzy technologies in intelligent decision making systems and others.
He has participated in several TEMPUS and INTAS projects in the Southern Caucasus from 1997-2004 and was a leader of several projects of the Georgian National Scientific Foundation from 2006-2012. He has undertaken research consultancy in the problems of strategic decision making for various enterprises and companies in Georgia. He is a member of several international societies of computer sciences and engineering: IEEE, WSEAS, IFSR, and others. He also is a member of an editorial board of various international journals in computer sciences.

Dr. Pamucar received a PhD in Applied Mathematics with specialization of Multi-criteria modeling and soft computing techniques, from University of Defence in Belgrade, Serbia in 2013 and an MSc degree from the Faculty of Transport and Traffic Engineering in Belgrade, 2009. His research interest are in the field of Computational Intelligence, Multi-criteria decision making problems, Neuro-fuzzy systems, fuzzy, rough and intuitionistic fuzzy set theory, neutrosophic theory. Application areas include wide range of logistics, management and engineering problems.
